Permanent cessation of fishing activities (BG14MFOP001-1.003)

Description: 

The application of Measure 1.3 “Final suspension of fishing activities” will contribute to attaining the specific objective “Ensuring a balance between fishing capacity and available fishing opportunities”. The measure will help for final suspension of fishing activities. This will be achieved through adjustment of the fishing efforts of the Bulgarian fishing fleet to the available and accessible resources, and in accordance with the capacity of the fishing fleet at segment level. To that end, part of the old and ineffective sailing vessels in the non-balanced segments (in terms of fishing capacity) will be scrapped, in particular those up to 24 meters. Thus, the harmful impact of the fleet over the marine environment will be reduced, which will contribute to balancing the fleet with the fishing capacity.

Eligible Applicants: 

Owners of fishing vessels of the EU, registered as active ones, which have performed fishing activities in the sea for a duration of at least 90 days per year in the last 2 calendar years, preceding the date of submission of the grant application.

There is not a requirement for minimum project duration.

The deadline for submitting applications is 20/06/2017, 17.00 o’clock local time.

Further Financing Information: 

The financial support under this measure is provided as a grant within the budget limits for this measure as approved in the Maritime and Fisheries Programme 2014-2020, and amounts to 100% of the calculated premium. The maximum amount of the eligible grant is calculated as following: Calculating the individual limit of the premiums, granted to owners of fishing vessels for final suspension of fishing activities. For each vessel, for which an application has been submitted, an upper limit of the premium is determined (in Euro), on the basis of its capacity (BT). The following procedure is applied: the preliminary determined coefficient for the difference capacities is multiplied by the vessel’s capacity (BT). After that, a coefficient for the different capacities is added to the calculated amount. The final amount – representing the grant – is in Euros.

 

Formulas for final calculation of the premiums, granted to owners of fishing vessels, for permanent cessation of fishing activities:

 

For fishing vessels aged 10 to 15 years: the amount calculated in accordance with the table above is reduced by 50%;

For fishing vessels aged 16 to 29 years: the amount calculated in accordance with the table above is reduced for each of the year above 15 by 1.5%, and the final amount is reduced by 50%;

For fishing vessels aged 30 or more years: the amount calculated in accordance with the table above is reduced by a flat rate of 22.5%, and the final amount is reduced by 50%.

The grant is calculated by deducting from the amount of the individual premium the value of the scrap under the contract with a licensed company for purchase or sale of the fishing vessel for scrap or a pre-contract for cutting the ship for scrap and the purchase and sale of the scrapping waste.

Grants shall not be awarded to fishing vessels aged 10 years or less.

The European Maritime and Fisheries Fund provides 50% of the funding, and the remaining 50% are from the State Budget.
