Implementation of Community-Led Local Development Strategies (BG14MFOP001-4.002)
Support under this measure should contribute to attaining the specific objectives of the EU’s priority, enshrined in Article 6, paragraph 4 of Regulation (EU) No 508/2014: “Increasing employment and territorial cohesion by pursuing the following specific objective: the promotion of economic growth, social inclusion and job creation, and providing support to employability and labour mobility in coastal and inland communities which depend on fishing and aquaculture, including the diversification of activities within fisheries and into other sectors of maritime economy” and in Article 63, paragraph 1 of the same Regulation: “Support for the implementation of community–led local development strategies may be granted for the following objectives:
(a) adding value, creating jobs, attracting young people and promoting innovation at all stages of the supply chain of fishery and aquaculture products;
(b) supporting diversification inside or outside commercial fisheries, lifelong learning and job creation in fisheries and aquaculture areas;
(c) enhancing and capitalising on the environmental assets of the fisheries and aquaculture areas, including operations to mitigate climate change;
(d) promoting social well-being and cultural heritage in fisheries and aquaculture areas, including fisheries, aquaculture and maritime cultural heritage;
(e) strengthening the role of fisheries communities in local development and the governance of local fisheries resources and maritime activities”.
- Local Initiative Fisheries Groups, which have an administrative contract for receiving a grant under measure 4.1 “Preparatory support for community-led local development strategies”, or
- Newly established Local Initiative Fisheries Groups, which have an administrative contract for receiving a grant under measure 4.1 “Preparatory support for community-led local development strategies”
The maximum duration for implementation of a project under measure 4.2 “Implementation of Community-Led Local Development Strategies” is up to 31.12.2023.
A Community-Led Local Development Strategy should be elaborated for a period of up to 31 December 2020.
The implementation costs of projects under measures for Community-Led Local Development Strategies are eligible for funding if they are paid by a beneficiary up to 31 December 2023.
The implementation of a Community-Led Local Development Strategy is deem finalised with the final payment made by the Managing Authority to the beneficiary.
There is not a requirement for minimum project duration.
The deadline for submitting applications is 15.11.2017, 17.00 o’clock local time.
Financial support under this measure is provided as a grant within the budget in the Maritime and Fisheries Programme 2014-2020. It covers 100% of all eligible costs for activities of public beneficiaries and up to 50% of all eligible costs for activities of private beneficiaries.
The maximum grant amount for one-fund strategy, applied by a Local Initiative Fisheries Group, funded only by the European Maritime and Fisheries Fund, is 3 911 660 BGN (2 000 000 EUR). Up to 25% of the total amount of the public costs of the Community-Led Local Development Strategy should be running costs related to its management and implementation (operational costs, staff costs, training costs, public relations costs, financial costs, costs for monitoring and assessment of the Strategy and its promotion).
The maximum amount of the eligible costs for a project to a Community-Led Local Development Strategy is the BGN equivalent of 200 000 EUR for projects, funded by the European Maritime and Fisheries Fund.
The intensity of the grant should be determined in the Community-Led Local Development Strategy. It should be up to 100% and depends on the beneficiary type, the activities for which it is provided, as well as on the applicable state aid rules.
The intensity of the grant for implementation of a measure of the Community-Led Local Development Strategy, funded by the European Maritime and Fisheries Fund, is in compliance with the provisions of Article 95 of Regulation (EU) No 508/2014 of the European Parliament and of the Council of 15 May 2014 on the European Maritime and Fisheries Fund and repealing Council Regulations (EC) No 2328/2003, (EC) No 861/2006, (EC) No 1198/2006 and (EC) No 791/2007 and Regulation (EU) No 1255/2011 of the European Parliament and of the Council
The European Maritime and Fisheries Fund provides 75% of the funding, and the remaining 25% are from the State Budget.
